Patch notes:

Changed Scribe Council idea to a different name than existing OWB scribe council spirit.
Changed Emergency Measures idea to last 200 days.
Reduced the amount of divisions the Guardians get and gave them t51 PA instead of t60.
Considerably reduced the production cost bonus given by the Quantity doctrine.
Fixed anchorage sim focus to give gauss research bonus.
Fixed a spirit icon.
