changed infamy and maneuvers cost for dismantling to be gdp share so it doesnt get unreasonable, and capped infamy at 90

moved some gui elements around to make it look better on the war screen

added war support as a new mechanic, it gives you a small dynamic modifier to military based on how much you have
you get war support from legitimacy, interest groups, laws, movements, and radicals/loyalists
you can check it in its JE

also added a cool war progress bar to the war screen check it out
