[Prefect of Cathay] Adds Ataman-like System to Grand Cathay

Adds a Prefect System to Cathay, similar to Kislev's Ataman Mechanic
This mod introduces Prefects of Cathay to the faction, based on the Provincial Governor template. They feature a full skill tree and function nearly identically to Kislev's Atamans, including experience bonuses in settlements with garrisons or resource buildings.

In short, it copies Kislev's Ataman mechanics to Cathay

Dev Diary Rant:
Got kicked awake by my cat at 2 AM, suddenly thought: "Hey, I could port Kislev's Ataman system to Cathay!" Spent 40 minutes digging through tables—initially thought it’d be easy with just 6 tables. Saved the mod and went back to bed, smug.

Woke up realizing compatibility issues and the new patch’s skill mechanics. Proceeded to deep-dive into 30+ tables, crash-testing the game a dozen times. With guidance from "King Wei’s Tutorials" (which I’d totally forgotten) and Deep’s wisdom (plus my mediocre table-editing skills), I finally got it working by adding a new lord type and rewriting mechanics. Sigh, modding is pain.
