Added unique Barracks for Canaanite minor factions.
Replaced Grand Garrisons for Canaanites with Protectorates and Billetting.
Removed Musterhall and Levy barrack for all minor factions updated so far.
Removied some Regional barracks that minor factions have better versions of.

Fixed Phrygian Autonomy
Buffed Lycian Archery, now availible on level 3, so its also accesable in minor settlements as intended.

Fixed an issue with Ahhiyawa Ranges, now they properly only have two levels and do not block AI factions from training ranged units.
