The new horizon mod for multiplayer games.

Currently, only the Russian version is available. The English translation will be available at the end of April.

List of changes:
1. The Politics of Virtue -> Social policies similar to Civilization 5 and Stellaris are based on the "Social Engineering" mod for various ways and styles of development.
There are 11 policies available.

2. Diplomatic skills have been revised and partially redesigned, adding different styles and development options: Personal, Civil, Political and Military.

3. Combat units have been changed.
