Bug Fixed:
1. Fixed an issue where units with MaxHitPoints (i.e., unit HP) exceeding 100 would not die in combat.
2. Fixed an issue where only the first row of data in the GameInfo.GovernorReplaces database would take effect, allowing unique governors to properly replace standard governors.
