Minor bug fixes and changes to track initiation. Tracks will be initiated if the probability of a return arising from any other track is less than a certain value (<0.001). This is still WIP haven't tuned this threshold value yet. It helps with initiating a track on two targets close to each other.

Also fixed bug where a track wouldn't delete.

Removed the iterative part of the search function (was causing unwanted bugs) might be more likely to time out now. Also moved the state prediction to run every tick, so that it's smoother.

Fixed bug where the algorithm would get stuck, constantly adding more returns without updating tracks.
