tier 0 now and should take pistol and magnum spawns now and fixed getting a pistol instead while downed bug

gave it the ability to be used while downed

way needed accuracy buff but gave it more recoil to make it feel like overpressured rounds

pen layer back to 3 for even better common infected clearing (this thing might be op now but its alright LMAO)

ammo type is now the magnum's but penetration layer has been nerfed from 3 down to 1 and same damage because 38 is enough

massive rebalance more damage more fire rate and accuracy tweaks

slight damage decrease (from 37 to 34) then slight fire rate increase

slight accuracy buffs
