New Mission: *** He's At It Again!

A mission similar to Bugs and Drugs in scale and time but I have made a lot of the objectives optional enabling a shorter playtime if desired. As always your comments with feedback are appreciated.

- Swapped SA-6 site for a Rapier

- Swapped two SA-6 sites for SA-8s
- Added fire control radar for remaining SA-6 site

Thank you everyone for your patience, I have now updated this mission pack for 0.4.1. This is a large update with many changes, please let me know if you encounter any bugs!

All missions:
- Polished (voicelines, popup messages, etc) missions that were missing it with the exception of Shore Bombardment which I plan to rework at a later date
- Whales will now appear when in appropriate locations
- Changed how custom units are implemented removing reliance on language and land_units files meaning there will never be a conflict with another mod or with future vanilla updates (thank you Jasoriab for bringing this to my attention)

* Chinese Special Forces, * CVBG Norwegian Sea:
- Re-added loss conditions that were removed in the previous patch

* Pacific Pirates:
- Re-added loss conditions that were removed in the previous patch
- Pirates now fly the pirate flag

** Iranian Attack:
- Added observation posts, radar and an extra sam site

*** Nominated for an Oscar:
- Fixed ship name in briefing

Thank you for your bug reports, I have identified an issue with Chinese Special Forces, CVBG Norwegian Sea and Pacific Pirates which caused a mission loss upon destroying an enemy. This is an issue introduced with the latest patch and will require a fix from the devs.

As a temporary fix, I have disabled the loss condition on these missions. You will be able to play and complete the missions but you are unable to lose them.

I've kept the distances in this mission accurate to Jane's but I feel like there may be a tad much downtime so I may compress the distances in the future to speed the overall mission up. As always your comments with feedback are appreciated.

Balance changes:
* Chinese Special Forces
- Updated briefing image

*** Nominated for an Oscar
- The mission is now much harder, worthy of its three stars
- Randomized spawn location for the Oscar
- Polished mission to include a briefing, objectives, etc
- Fixed mission starting centered on air base

New Mission: * Chinese Special Forces

With each new mission I release, I learn more about mission design; both in game-play and in polish. With this release I will be taking a pause from creating new missions. Instead, I will return to already released missions and bringing them to the same level of polish as my most recently released missions. This means creating briefings, adding objective tracking etc.

Hopefully by the time I finish doing that, we will be into the new year and will have new units and mechanics to play with.
