Uh, fixed the config file to actually remove rogue, had only removed infiltrator.

Updated Quick Feet to instead be Inside the veil, an Active with 3 turns cooldown that refunds 1 action whenever the unit leaves concealment for the turn.

Removed the following Spec rolls:
- Infiltrator
- Rogue
