v1.1 - Mahanian Doctrine:

- Added Blockade mechanic:
- When you have at least 5 Capital Ships in each of the relevant Sea Zones and your enemy is not able to deploy a response force, you can blockade them via decision.
- Being blockaded has significant negative impacts on the economy. If left unattended, it can decide a war of attrition.
- Breaking out of a blockade can be achieved by sending out a response force of at least 3 Capital Ships to one of the relevant Sea Zones.
- Territorial Expansion can in some cases allow you to bypass Blockades or at least make them harder to maintain.
- If you have Submarines, you can smuggle Resources and Goods, the latter of which reduces the penalty of being blockaded.
- List of blockadeable Countries currently: Germany, Italy, Britain, France, USA, Japan and the Soviet Union

- Higher Levels of Economic Mobilization increase Dockyard Output

- Convoy Losses now impact the military economy.
- Trade Laws have been reworked so trading (and therefore overseas trade) is more important.
- Overseas Troops require twice as many convoys to supply as before.
- Naval Supremacy requirement to launch Naval Invasions has been increased from 50% to 70%.

- Some Naval Doctrines have been nerfed
- Naval Doctrines now cost 50 Naval Exp
- Cost reductions for the three Vanilla Naval Doctrines have been applied to fitting Naval Doctrine branches:
Trade Interdiction reduces Fleet, Submarine, Cruiser and Convoy Warfare Doctrines
Fleet in Being reduces Fleet, Battleship, Cruiser and Destroyer Doctrines
Base Strike reduces Fleet, Carrier and Naval Air Doctrines

- The AI now is more likely to send their fleets on Convoy Raiding missions.
- AI countries now build more diversified designs.
