New Protective Item: The Bandana reduces rain damage by 20%.

Changes:

Surgical Mask: Now reduces rain damage by 20%.
Dust Mask: Now reduces rain damage by 45%.
Rain Damage: Updated to 0.1 damage per second.
Durability Degradation: Protective items now lose durability every 60 seconds instead of 30 seconds.
