the publish menu doesn't abruptly close the mods menu now

fixed bug when updating mods to use lowercase GUID instead of mixed-case
(mod GUIDs should be lowercase to prevent mistakes when getting/making keywords)

quick fix to make sure publish buttons show up for local mods (requires reopening the mod menu after loading the uploader)

changed entrypoint for the patch. now it patches the method that draws GUI stuff instead of replacing the button, though I probably should also add that back in case?

fallback for if no icon.png was provided

now looks for a desc.txt to use for steam descriptions, then defaulting to the mod description
now deletes config.cfg before uploading. (so it should use default configs when downloaded)

mod uploader always runs when subscribed (no loading necessary)
