Fixed (Hopefully) issue where some units had flickering or blank onmap division icons

Fixed issue with some land doctrine techs showing coding instead of english text for new units

Added more custom division icons for division designer

Did some mumbo jumbo with the files and divisions that contain mainly or only the new units should have on map icons instead of flickering or randomly changing icons although some with certain support companies might still have this issue.
