-Added new transport units in helicopter and truck format to provide divisions with speed buffs but they require more equipment to use.

- Added new modifiers to existing technologies in utility vehicles and helicopters to further buff transport units as the game progresses.

- Added modifiers for some previous new units to appropriate technologies and doctrines.

Consolidated police and special forces units into categories to make certain techs less cluttered in the UI.

- Jungle and Mountain Warfare school doctrine tech currently shows the categories of units effected but does not show effects, I am still trying to figure out why this code refuses to cooperate but for now just know these techs give a decent buff to the all the units listed and a larger buff to special forces infantry specifically to make them act as mountaineers or jungle troops.

(actual mountaineers will be added sometime in the future)

Fixed issue with mechanized airborne platoon not showing in division designer

Issue with utility vehicle tech unable to be produced should be fixed.

If you have a save game thats progressed passed these techs already, use console command: "research_on_icon_click" and research the techs again and they will appear in the production menu

Made it so smaller artillery battalions have weaker stats so theres a reason to have bigger more expensive artillery battalions
