Adjusted the AI Weight of components (Minimal weights just so a personal game runs properly. I will change all weights later.

A bunch of nerfs, as my techs were too cheap and did too much; by late game you had double almost everything, from espionage potential, to war exhaustion effects, to survey speed etc... I made the effects far lower to ensure the typical techs are more just either slight advantages when taken early game, and just extra stuff late game, which is what I wanted. Choosing one over another doesn't suddenly give you a major advantage in that particular field. Upped the tech tiers, too, as you could get a whole lot super early game. So I adjusted a lot of them to move from either Tier 1 -> Tier 2 or straight to Tier 3.

Also changed it so you need Astral Rift Sphere tech before getting any Astral Rift boost techs. For obvious reasons :3
