removed the attack cancel on up B. Removed the cancel on Down B too.

Up tilt has decreased hitbox sizes. All strong moves have increased startup lag. Forward air has increased startup and less active frames. Back air has increased startup and and is no longer disjointed. Up air has fewer active frames. Down B's landing hitbox can no longer hit airborne opponents. Up special has decreased air control.

Shortened the hitbox duration when landing on the ground with down B and added more end lag.
