Updated to 1.6.17.0

Also changed
Capacity 4000kWm-> 8000kWm
Power consumption 4000kW -> 3800kW

I was too lazy to sync changes, but from my expirience of playing with deeper map 4000kWm is not enough to fix, drain and power up fully wrecked sub, which isn't fun
