-Debuffed the HECK outta Reformers Army wise, industry wise, research wise, construction wise, all the way around. These debuffs CAN be removed as you play, check your tree as I ONCE AGAIN did NOT hide them among events or decisions.

-Added an event for LATE GAME players to remove the Repairing the Infrastructure idea. It fires after 2290 but YOU MUST have 10 Infrastructure on EVERY cored state that YOU OWN. Yes I accounted for state ownership and impassable terrain.
