Nuked China decision file

forgot to allow nose weapon for 2x lvl 2 jet engines (not sure why base improved air designer not allowing 1x jet engine to use nose weapon however, still gonna keep it that way)

Fixed eaw lvl 2 jet engines and 8x lvl 1 jet engines and not allowing Jet aspiration (reported by @ Faber)
