This update comes with four main things:
* A very aggressive crutch for low-IP countries has been implemented. For those with less than 50 IP/month, a diminishing boost is applied.
* The goal of this was to make very small countries survivable, and medium countries more useful, all without detracting from the sheer powerhouse potential of big countries (USA, China, EU, etc.)
* The Spoils priority has been nerfed. It now produces 1/4 of the money it used to.
* Numerous bugfixes, which should hopefully clear up all non-balance issues.
* Extensive mod options, allowing the customization of very nearly everything that the mod touches - including otherwise vanilla behavior.
* For example, if any of you really dislike the fact the oppression priority reduces cohesion, you can turn that off. Or you can have it only apply at 8 democracy. Or you can have oppression hurt cohesion in anything that *isn't* a perfect totalitarian state.
* It's also an option to change how much an IP is worth in GDP! Most of the investments automatically adjust to work since they operate (functionally) independently of IP production, but some (such as economy and funding) would need further tweaking to get something balanced.

* IP malus for low GDP per capita has been completely removed. I genuinely don't know why the original author thought this was a good idea.
* Very poor nations (those with an IP generation of under 5) now get a scaling bonus which becomes more powerful the lower their GDP. Small countries (especially Belize) are still weak, but not literally worthless.

* Armies' IP upkeep no longer scales with techlevel. Armies cost much less in general now. For now, they use vanilla values.

* Removed army upkeep limit.
// Since armies cost less and small countries have more IP, this crutch is no longer needed. Even the poorest country starting off with an army, North Korea, uses more than 33% of their IP on armies - and they still have more IP than before.

* Armies in their home region now can use no more than 33% of IP. Armies deployed or doing something in their home region use no more than 66%.
* All nations have a minimum of 1 base IP/month, regardless of GDP. This value can still be reduced by armies, navies, and unrest.
* The IP tooltip now accurately displays combined army upkeeps.
* The IP tooltip has been considerably expanded. It provides an even more detailed breakdown of everything that impacts IP amount.
