Allow camera panning toggled with middle mouse (can be changed in keybind menu)

Fix spitfire firing effect.
Fix a couple projectiles not targeted by AA.
Fix some HUD issues by forcing SetControlFrame(0) whenever the UI is touched.

When reload bank count is 10 or more, the ui will now use fractions instead of icons (7/11 for example).

Add modding api features:
sb_planes.angle_max (float, radians) limits angle of helicopters.
sb_planes.weapon1.delay (float, seconds) adds delay to weapon firing.
sb_planes.weapon1.delay_effect (string, effect path) spawns effect when weapon is scheduled to fire and has delay.
