For whatever reason, citizen portraits don't upload at times. You are not notified of any failures. One needs to compare the expected size of the mod vs. the uploaded size. If they differ greatly, upload again. Any edits to the description added via web page and all example images will be deleted. It is a good idea to save this data so you can easily update your mod images/description once again. The only good way I've found to test my uploaded mods is to rename the Factions directory and then subscribe to my mod, ensuring all data being used is delivered by the Steam Workshop. If you don't test this way, it could be using local assets that mod users will not have.
