Fixed problems caused by the alteration of delay components in 1.3.17

Shrunk the engine room and engineer room alone with the newly update of vanilla('blood in the water')

Adjusted the draining logic,the cargo room is now less likely to be submerged.
Delete the items in command room which were used for debug.
