Nerf to telekinetic barrage in outlier cases. Penetration bonus is now capped at mutation level and it no longer provides its bonus to vibro weapons. Thanks Celepito!

Temporarily prevented npcs from generating with animate weapon while I work out the proper AI parameters and to fix message spam. Most npcs don't keep spare weapons in their backpacks so I am working on a system for them to seek out dropped weapons. Also qud broke the description again QQ
