Adjusted the character_attributes_effects_tables > data_ > 3k_main_effect_character_stat_mod_melee_damage

Made it so weaker instinct characters can be more capable in a fight

Reduced how overpowered legendary generals are

The gap between generals is decreased

A character with 300 instinct will now have 30 melee dmg value vs the prev 45

A character with 200 instinct will now have 20 melee dmg value vs the prev 30

A character with 100 instinct will now have 10 melee dmg value vs the prev 15

A character with 50 instinct will now have 5 melee dmg value vs the prev 0

A character with 10 instinct will now have 1 melee dmg value vs the prev -12

I reverted basically all tables back to TROM + TUP default values, then made the below changes.

Summary of changes:

Health of all heroes is reduced by 1/2 from TROM + TUP

Weapons for all heroes are reduced by 1/3, anything common, refined, or exception was reduced slightly further. See below for exact
debuff values

Skills were all reduced by 1/3

projectiles_tables (Just had to triple check what was listed as a unit or hero for romance, or general for records. Also these tables
contain both weapon damage and skills/abilities. The majority of all skills or weapon damage was reduced 1/3 from base TROM + TUP values)

Common weapons nerfed /3.25

Refined nerfed /3.10

Exceptional nerfed /3.05

Unique weapons/named weapons nerfed by 3

Edited projectile_tables both skills and equipment such as bows divided/nerfed by 4 on damage values. Did my best to avoid
nerfing any unit skills or unit stats. Tried to ensure only heroes were touched. Formula used: {x}/4

Edited special_abilities_phases_tables

nerfed healing /4 and duplicated heal amount columns. Divided by only 2 for anything semi to super low in value

Edited Melee_weapons_tables - Modified weapon damage. Instead of weapons being nerfed divided by 3,
The formula is now {x}/4. Weapons are even less powerful. This is to make romance mode more realistic but still give characters that slight edge.

This update slashes all title salaries by 75%. This was done modifying the CEO files in Edit SF for all 40 titles. Part 2 also had these same tables modified to all match up.
