Fixed an issue when Signal update introduced stackable bottles.
The drain will check how many bottles are in the stack and reduce the amount appropriately.

* Stop draining Oxygen bottle in an environment with enough oxygen to refill the suit.
* Fixed a bug that would have a chance of crashing the server when a player joins.
