Added Astral Thread districts:

Can only be built after using a decision on the frameworld (decision requires the Astral Siphon building to be available).
Restricted to 1 district per 20 planet size.
Adds 2 housing, 2 astral thread jobs, and 100 astral thread storage per district (storage modifier is tracked in the planet deposit).
