-Adjustments to the background of the court of the dragon emperor ui

- Buildings from Tier 1 to 3 no longer affect the factionwide(global) harmony
- Tier 4 and 5 buildings still affect both province and faction harmony

- Fixed some description texts not showing properly

- Reduced the Health of Walls and Gates from 10x to 2x
- Reduced the unit size for Peasant Spearmen and Archers from 800/400 to 400/200
- Increased the cost for both as well as the upkeep and tweaked some stats to fit better with the new upgrade system
- Halfed all the bonus stats from Battle Harmony besides speed
