Added Subject team damage punishment and reduction to avoid subjects from griefing other subjects during double/triple rounds.

Added a "Strict chat is ENABLED" above the Chat Window if you start typing while dead if strict chat is actually enabled so people will know that alive players cannot hear them or see their text.

Double Hidden and Triple Hidden Rounds now have the overall round timer reduced by 33%
