Should now work with anbennar, turns out the issue is that mod destroys all event files except for its own so I have to mark this mod as a submod of it in order to prevent that. Gotta love hostile modding eh?

Removed emperor of china culture spread, it is now a separate mod. Tweaked some numbers for development

Tuned down devastation by making the amount of devastation removed when development is removed higher. Tuned down migrations by making them only trigger when the province is at 300% of its cap (or higher). Also added a special culture spread mechanic for the emperor of china. Removed "nice development" mode, as the normal one should be nice now.
