Update - now that 1.36 allows for additive on_actions, I was able to add on_actions while still keeping it compatible with all mods.

So, the event popup is no longer in the mod. Instead, the hidden warscore modifier is applied on game startup to all countries as well as to all new countries released later on in the game.
