Lombardy has been disabled as austrian PU due to a bug preventing Risorjimento chain to trigger within Lombardy, even with main culture changed beforehand.
Anyway Lombardy would have the same laws as Austria propers so have little point being there anyway

- Austria starts as non-unitary country but with subjects (mainly PUs) to represent the huge legal disreprencies between austrian crownlands and actual autonomy
- Banat is now a releasable country
- Dual Monarchy JE/event changed to take into consideration non-unitary Austria

## Database

- german countries that were not part of Zollverein are removed from it

## Balance

- Reduced infamy from population by 20%
- Reduced free construction points depending on power rank
- Personal Union now pays tribute to overlord but can get subjects
- Subjects give more prestige to their overlord
