Minor fixes for Austria-Hungary

Lombardy has been disabled as austrian PU due to a bug preventing Risorjimento chain to trigger within Lombardy, even with main culture changed beforehand.
Anyway Lombardy would have the same laws as Austria propers so have little point being there anyway
