War Report mini-events' modifiers revisited. They were outdated.

1- Further improvements to Loyal Army spaws at game start (Tier Advantages Game Rule).

2- rebalance of Realm Administration laws (New Realm Laws Game Rule)

1- measures to avoid AI selecting traditions when disabled

2- lowered and balanced the starting loyalist army (Tier Advantages Game Rule)

3- Create Army decision nerfed. Its a way to expend the stockpiled prestige.

Hotfix:

Minor innovations rebalance

Disabling Culture Flavor Pack via Game Rules now also properly removes the cultural nerfs.
