Finished rewriting/rebalancing the encounter armies. It does what I always wanted, and it does it pretty damn well.

Fixed some leftover test values which would cause the small greenskin encounter army to be larger than desired.
Rewrote and rebalanced the Dark Elf and High Elf encounter armies using the new mechanics. Now both closer to vanilla balancing and more thematic.
Rewrote one of the Vampire Coast armies along with the Norscan, Ogre, Empire and Cathay encounter armies to be more interesting using the new mechanics.
Rewrote and rebalanced the Skaven encounter army to be more interesting using the new mechanics. This one was balanced just a little too easy: on the small encounter this was probably not noticeable, but on the large encounter was probably meaningful, though it might depend on what units you were bringing to the encounter and how they matched up.
Rewrote and rebalanced the existing Warriors of Chaos encounter army. Added a second undivided Warriors of Chaos encounter army, along with 4 monogod-themed chaos warrior encounter armies. Gave each army an appropriate lord. Changed odds of rolling Warriors of Chaos from 1 to 3 sides of the initial die roll.

Rewrote the backend for choosing factions, and generating armies in order to have better performance.
Added direct support for factions to be able to draw on different army sets (previously, I used a hacky method. Actually, all my methods are probably pretty hacky, but whatever...).
Added support for different army sets to generate different size armies.
Rebalanced Vampire Count, Wood Elf, Beastmen, Chaos Dwarf, Tomb King, Bretonnian armies using the above new technical features.
Added a new Colonies encounter to Cataph's Souther Realms support, replacing three sides of the die for Estalian encounters. Rebalanced the Tilean, Estalian,a nd Border Prince encounters using the above new technical features.
Rebalanced the encounter for Cataph's Sea Patrol using the above new technical features.
Fixed a bug where a Chaos Dwarf encounter might generate an army that wouldn't attack the player.

Rebalanced Dark Elves, Norsca, Ogres, Skaven, Greenskin (now just goblins), High Elves, Empire, Cathay, Warriors of Chaos, Dwarfs, Khorne, Kislev, Lizardmen, Nurgle, Slaanesh, and Tzeentch encounters.

Tweaked script to match Hotfix 4.03's script version. Only tested that the game loads. Let me know if it's still broken.

Increased the proportion of Maneaters likely to show up in an Ogre encounter. Nerfed the difficulty of the Chaos Warband enounter a bit, though if you're unlucky enough, it might still be pretty tough. Fixed a mistake in a few encounters that made the army compositions too fixed.

Fixed an error in my variables that meant you were never actually going to spawn a Southern Realms force. Oops.

Added support for Cataph's High Elf Sea Patrol mod.

Possibly fixed an error that caused a Dark Elf army to not spawn in properly.
