Quick update:
Made snow and rain less visually obstructive, while still maintaining their intensity. Should make it a bit easier on the eyes when playing in those areas that have perpetual strong weather (eg. monsoons, blizzards ecc..).

Quick fix for Tilea in IE that was way too bright. Also tweaked some other parameters in IE & IEE to make them more consistent with TOW.
