Waster mutation genes can no longer be extracted by gene extractors
Added VTR support
Tox absorption and pollution stimulus genes no longer work if inactive (due to conflicts, being overridden by different gene, etc.)
Added a new mod extension for mutation genes, list of mutation genes uses genes with that extension rather than hardcoded list of genes (custom mutations easier to add in different mods)
