Two Party & Multiparty System
- Two-Party Systems have increased ideological incoherence.
- Two-Party Systems receive a small authority boost.
- An event will trigger after elections in Two-Party States, automatically making the winning party form a government in Presidential Republics, and allowing a choice of winning party between the two parties in Monarchies.
- Presidents in republican Two-Party system have increased popularity in their first term, which is reduced and becomes a malus as they serve more terms.
- The USA receives an event allowing a two-term president to resign at the beginning of an election. The President not resigning gives a substantial popularity malus.
- Multiparty Systems receive increased legitimacy from votes, and less legitimacy from including the head of state.
- Yankee and Dixie country AIs are much less likely to opt for a Multiparty System.
- Anglophone and Latin American AIs are much more likely to opt for a Two-Party System.
- Yankee, Dixie and South American cultures are much more likely to retain the Liberal-Conservative Two-Party System after the growth of the Trade Unions.
- AI Countries with Social-Democrats or Trade Unions in government are more likely to accept the transition to a Social-Demicratic vs Conservative Two-Party System.

Interest Group Changes
- The American Petite-Bourgeoisie are no longer monarchists.
- Petite-Bourgeoisie in republican countries whose landowners no longer support monarchy, can become republicans if they have no leader who supports monarchy.
- Landowners can reform their ideology when below 10% clout, and the country does not have Peasant Levies, Serfdom nor Tenant Farmers. Triggers an event where the Landowners will either try to appeal to rural capitalists and shopkeepers, or wealthy farmers. Either reform will also slightly increase their support among Officers as they abandon support for Peasant Levies in favor of Professional Army. Preventing reform makes aristocrats more radical, and drops the approval of the Landowners for five years and increases their political strength as they make one final gambit to return to tradition.
- Differentiated and made it more clear which standard of living affect Industrialist and Trade Union support.
- Trade Union loss of support at high SOL in a capitalist system mitigated, but not removed, by the Trade Unions being in government.
- Petite-Bourgeoisie have increased attraction for non-government administration urban pops if there are at least one urban center, but less than 10, in their state. This effect is stronger at less than 5 urban centres. (small-towns)
- Urban pops have increased draw to the Intelligentsia in states with a University with the secular academia production method, growing with size.
- Urban pops have increased draw to the Devout in states with a University with the religious academia production method, growing with size.
- Moved the State School System production method from Government Administration to University.
- Having no school institution reduces the innovation produced by Universities.
- Reduced the inherent draw capitalists have to industrialists (should still be higher than vanilla due to high SOL increasing industrialist draw),

Other Changes
- Growth of Atheism can now trigger at smaller universities at lower populations (minimum size 5 university).
- Government administration reduces the number of clerks, and adds bureaucrat and academic jobs, at more advanced production methods.
- Restricted Industry renamed to Corporatism (Industry Banned in the base game).
- Fascists and Theocrats have a more positive view of Corporatism.
- Corporatism enables subsidizing all buildings.

- Education and Healthcare laws give Government Administration new jobs based on law, and apply half an institution level of additional effect to the states with a Government Administration building.
- Private Healthcare and Private Education gives Government Administration a small amount of minting, to represent the reduced cost of maintaining Private Healthcare and Education.
- The Armed Forces, and any Interest Group with a Pacifist, Jingoist or Fascist leader, has a bonus to pop attraction when at war.
- A small number of Machinists and Clerks can support the Industrialists if they have high SOL with a capitalist economic system.
- Industrialists have increased pop attraction when above 20 SoL with a capitalist system, and decreased pop attraction when below 15 SoL.
- Trade Unions have increased pop attraction at below 15 SOL with a capitalist system, and decreased pop attraction when above 20 SoL.
- Added Two-Party Systems for Presidential Republics and Monarchies. Two-Party systems will greatly push IGs to join the Liberal or Conservative Parties.
- The USA, Great Britain and most Latin American countries start with a two-party system in place, while France starts with Multiparty. Other eligible countries get an event to choose between multi-party or two-party, including countries who later implement democratic reforms.
- Two-Party systems with a powerful Trade Unions IG, and a non-powerful Intelligentsia, will potentially shift towards a two-party system between the Conservative and Social-Democratic parties.
- Rural Folk more likely to join the Liberal Party if Serfdom or Tenant Farming are active in a two-party system.
- Liberal Party unlocked with the Democracy tech rather than Empiricism.

- Doubled the effect of bureaucrat attraction to government IGs, if there is only one IG in government.
- All authoritarian distribution of power laws (autocracy, oligarchy, technocracy, single-party) give bureaucrats increased political power.
- Non-bureaucrat pops working in government administration buildings also receive an increased draw to authoritarian government interest groups, but less than bureaucrats.
- Oligarchy gives a higher increase to capitalist political power than aristocrats.
- Fixed Restricted Industry investment pool.
- Outlawed Dissent and Censorship halves the literacy boost to Intelligentsia support if they are not in government.
- Outlawed Dissent and Censorship removes the literacy penalty to the Devout support if they are in government.
- Technocracy has a small research speed boost.
- Unincorporated states have a penalty to manufacturing, university and art academy throughput.
- Petite-Bourgeoisie gives increased shopkeeper investment efficiency at high loyalty.
- Rural Folk gives increased farmer investment efficiency at high loyalty.
- Unrecognized Major Powers are more reluctant to join customs unions.
- Unrecognized Major and Regional Powers are more reluctant to join customs unions led by someone with a smaller GDP.

- Conservative parties do not become defunct with marginalized landowners.
- Fixed IGs not spawning in with national ideologies (such as caudillismo).
- Intelligentsia are now split between Old World Liberal and New World Liberal ideologies. Old World Liberals, Europe, Africa and Asia, are less opposed to National Guard and National Supremacy.

- Petite-Bourgeoisie can also draw support from non-primary accepted cultures under National Supremacy, Racial Segregation and Cultural Exclusion. Under Multiculturalism, primary culture pops have a slightly increased attraction to the Petite-Bourgeoisie.
- Laborers, Engineers and Machinists in Heavy Industry have a reduced attraction to the Petite-Bourgeoisie.
- Postal Savings also increase investment efficiency of engineers, academics, officers, clerks, laborers and machinists.
- Laborers contribute a small amount of dividends to the investment pool.
- Religious pops have a stronger draw to the Devout under State-Atheism.
- Added a new journal entry: Growth of Atheism, triggering conversion to atheism in relatively religiously liberal countries with an extensive secular university.
