Political Movements
- Adds a Totalitarian Movement which can spawn with the Secret Police or Single Party State laws active.
- The Totalitarian Movement draws support from bureaucrats primarily, as well as other government workers and some pops sympathetic to governing IGs.
- The Totalitarian Movement seeks to expand the power of the government.

Two Party System
- Added a game rule to disable the two party system.

Business Cycle
- Reduced the effect banking sectors have on volatility.
- Reworked calculation of relative industrialization on volatility. Subsistence farms now count towards relative agrarian Production, but each factory is weighted more and mines count towards industrialization.
- Somewhat reduced the effect of radicalism on market confidence.
- Increased effect of legitimacy on market confidence.
- Cash reserves now add confidence at 75%, and subtract from it at below 50%. Previously, cash reserves added to confidence at 90%, and reduced it below 90%.

Laws
- Reduced additional stall chance from Professional Civil Service.

- The Growth of the Labor Movement JE now increases support of labor, socialist, communist and anarchist movements.
