- Federalism and Confederalism gives each Incorporated state a modifier based on the strength of IGs in that state. This is updated every six months.
- The modifier gives some small buffs/debuffs (for example, powerful Intelligentsia in the state slightly increase education access), boost or reduce pop attraction to different political movements (for example, powerful landowners increase attraction to pro-slavery movements in the state), and give a bonus to pops joining the interest group in the state.
- Fixed a bug with the new Cinema prestige good.

- Promote National Values can now only be done in states that are either on the same continent, or is a homeland. Having a capital in the Balkans enables using it in Anatolia, and vice-versa. Russia can use it through Europea, Siberia, Central Asia and Manchuria. The East India Company and Dutch East Indies can not Promote National Values.
- Subjecthood and Confederalism Laws blocks Promote National Values.
- Confederalism Law reduce assimilation rate.

- Reduced Financial Service consumption of Publicly Traded PM for Company HQs.
- States will only join Cultural secessions if the state has at least 35% of the culture, rather than base game's 5%. If it is a homeland of a primary culture, the secessionist culture needs to be at least 50%.
- Vanguardists are more likely to appear with authoritarian distribution of power laws, while Communists are more likely to emerge with liberal distribution of Power laws.
- Made a new law icon for the Corporatism economic system law.
- Adjusted education laws:
-- No Schooling gives -25% radicals from political movements.
-- Religious Schools give -0.5 expected SoL from literacy per institution level, and has a greater effect on conversion.
-- Private Schools give +3% Tech spread per institution Level.
-- Public Schools give +1% Tech Research speed per institution Level.

- Added four new historical Companies: Paramount Pictures (California), Gaumont (Ile de France), Nikkatsu (Kanto) and Nordisk Film (Zealand) who make the new prestige good Cinema for the Media good.
- New Law: Requires new save. Syndicalist Unions under Labour Associations, which combines some of the effect of Free Association with strengthening radical leftist political movements. Supported by Communists and Anarchists.
- Added some new event options to debt events.
- Adjusted AI choices regarding Private Debt (ai more likely to avoid debt-options when private debt is high).

- Forced Assimilation in response to minority nationalism with the suppression strategy can now be done if the culture shares a Heritage trait Group rather than just Heritage trait, or have at least 50 cultural acceptance.
- Countries with the Maintain Balance of Power AI strategy loathe secessionists.
- Non-Socialist European Major and Great Powers loathe most secessionists in Europe until 1875.
- All consumer loan effects now also adjust dependent Income, rather than only some of them.
- Adjusted consequences of private debt bankruptcies.
