- Poor Laws have reduced bureaucracy cost compared to baseline institution cost.
- Old Age Pensions has increased bureaucracy cost compared to baseline institution cost.
- Slightly increased pop attraction to Intelligentsia from literacy.
- Effect of literacy on pop attraction to Intelligentsia is slightly higher without censorship and outlawed dissent, regardless of Intelligentsia being in power.

- Publishing Industries increase literacy from wealth in the state they are located in.
- The Propaganda PM for Publishing Industries reduce, but do not fully remove, the literacy gained. It has a greater effect on effect from state turmoil and reduction in radical from political movements, and decreases expected SoL from Literacy in the state by 1.
- Minor bug fixes.

- Literacy increases dependent income, equal to a quarter of literacy rate.
- Some Labour Association laws increase minimum wage.
- Pensions law increases minimum wage less.
- Poor Laws and Wage Subsidies also increase dependent wages somewhat, but less than Pensions.

- Free Construction is based on population (1 per milion pops, minimum of 2) rather than 10 for all countries. This can be adjusted in game rules with a host of various options.
- Extremely Low Interest rates no longer completely protect from mass insolvencies, but does substantially reduce their chance.
- Adjusted some Business Cycle events.

- No Migration Laws unlocks the Welcome All Decree, a cheaper and more powerful Version of the Greener Grass decree.
- Increased bonus pop attraction to locally powerful IGs under Federalism and Confederalism from +20%, to +30%.
- Fixed Two Party system party attraction.

- Greener Grass in a state without a primary culture cultural community will eventually create one.
- Federalism & Confederalism: Reduced requirements for the Powerful Interest Group modifier from 20% to 18%, and for the bonus to double from 40% to 36%.
- Rebalanced state bonuses from powerful local interest groups.
