Rewrote pavilions/pavilion corners
* Fixes button:
- if distance is too great to shoot then the guard/armed guard will leave the pavilion instead of trying to engage and get stuck
- armed guards: if freefire is off and the tazer is missing or reloading then the armed guard will dismount the pavilion to engage using his fists
-> Note: inmates only. Zombies will always be attempted to be engaged lethally from the pavilion
- guards: if tazer is missing or reloading the guard will dismount the pavilion and engage using his baton or stun baton
This is probably as "near-perfect" as I can make them out to be. There might still be small inconsistencies or delays at times but they should be more than just usable now.

- fixed a bug where two guard types try to man the same pavilion at the same time (a check is done every 3 seconds)
- fixed shotgun reload timer and guard/armed guard aim timer

* Order button:
- same function as before. Remains the "performance friendly" option if the big fix is too much for the PC

Guard Towers/Wooden Guard Towers
- fixed a bug where two snipers will try to man the same tower at the same time (a check is done every 15 seconds)
