- fixed rats being stuck in pavilions/pavilion corners. Every 60 seconds stuck rats will be moved southwards. This fixes the issue where pest control cant do anything about the rats.
Note: depending on the prison layout, size and amount of pavilions the game might need to go through more than 1 check!

- fixed bug where staff couldn't sit on the office chair
- dirty fix attempt for staff not sitting at the computer station correctly
- inmates and staff can use the office desk computer (requires chair in front. Staff -that are on break- require staff only room)
