1. Fixed issue with Necro Kosh'vor's Pound of Flesh (1 life at the cost of 20% max health)
- the modifier is now recreated whenever the hero's HP changes
- ensures that applying the HP cost never reduces the hero below 1 HP

2. Improved -killme command
- fixed cases where heroes with 0/1 HP were treated as permanently dead

- now Blast Off and Minefield Sign can't use Femur Multicast

2. Now -killme command will not use explosion damage (Aghanim's Blessing) and no respawn special effects like invulnerability

3. Now custom panels will be close onblur (escape or click outside the panel)
