Update to support AVCS changes to vehicle ID, for hauler only
Hauler also now drop all items to the ground when loaded, this is because it doesn't get saved when server shutdown or restart. This is something iBrRus need to fix, I am just doing a quick "solution" so I don't get complaints from my server's players who keep losing items for using this hauler.

Really fix the error.
Just noticed that the Tsar use local variable which means I have to literally override the whole file just to fix one missing line of code. Hope the author fix it real soon.
