Fixed changes that I didn't implement well last update.

Added some changes to the non aligned path to make them less annoying to play (changes from my FSF mod as usual).

Changed the "Pre-Empt the Fascist Attack" so that it is available even when it has no targets since it is required to advance in the focus tree now.

Reworked the Communist side, I was supposed to add another BoP between Internationalism and Stalinism but I am tired.

In reality I changed nothing because I'm lazy and stuff, hopefully there isn't going to be any issues I can't fix.

Fixed the issue where the Matignon agreements wouldn't prevent strikes, I had the same issue with my other France mod but forgot to change it when I added it to this mod.
Also France starts with 4 research slots and more planes, just like in my other France mod.
