Reworked the ID card box, to instead use a button to give you the ID.
You no longer start with a dummy ID card too.

---Nerfed both EXP talents by half.

-Reduced the fire rate increase from the HMG talent from 25% to 10%

*If you use mods like ExtraXP, you will have increased EXP gains with both talents. This is just how they work.

Swapped shotgun spawn for electricians goggles, let me know if you want the shotty back.
This is meant to make it more inline with other jobs, as currently only the captain starts with a gun. Security starts with stun baton and whatever, yadayada.
