（1）加强：将拉特兰公证所通过项目获得使者的花费从200~400生产力降低到100~200生产力。现在该项目可以通过100~200之间的生产力获得一个使者。Strengthening: Laterano's featured District can get envoy through Special Project, and I have reduced the production consumption of this project.（from 200~400 to 100~200）

（2）削弱：现在Lemuen的守护铳能力从全国每个公民那里获得0.5文化1信仰，而不是之前的1文化2信仰
Nerf: Lemuen's final governor ability now gains 0.5 Culture 1 Faith from every citizen in the country, instead of the previous 1 Culture 2 Faith.。
