Added console command to disable rain.

Convar name: jagomir_rain
Default Value: 1 (On)

Set to 0 to turn off rain.

If turning back on, a map cleanup or restart may be required.
If rain is off it will automatically remove itself on cleanup and restart until the value is changed back.

Optimisation Updates:
- Areaportals on all applicable doors
- Hint/Skip Utilisation
